Yes it does. I'm pretty sure the climate control servomotor and the fresh air reciculate is not operating either. Control for mode ( defrost, defrost and dash, or dash vent does operate.There should be a connection to ground on the W/B wire when the AC switch is toggled on. If not it will not engage the clutch. I would recommend checking continuity between each point in that circuit.
If you ground the W/B wire does the clutch engage?

YesWhen checking for power, did you check it with the controller plugged in?
