I've seen this exact scenario a couple of times.
You first need to establish if the pump is spinning and moving fluid.
Loosen both filters and crank the engine and check for any flow.
loosened the filter . started tractor and had a very small stream of hyd fluid coming out about the diameter of pencil lead

That does not look good. You will get a much more reliable indication of what the pump is doing with the procedure I suggested. You can rev the engine hard and let it run for an extended period of time. What you are seeing may be just drain back.

looks like the pump died to me
You need to verify there is oil delivery to the pump before you condemn it. Have you tried manually priming it?

At the risk of beating a dead horse do your diagnostics at the pump. With what you have observed so far there could something wrong in the hydraulic block. Maybe the relief is blown wide open and the pump is dumping right back to tank.

Sounds like your not getting drive to the pump.

Remove this line, pull stop lever, and crank engine, then if no flow look into port and crank and you should see the gears for the pump spinning, if you don't something in the drive system is broken.
