Except the part about the student loans....the rationale is "no one is paying now, but when they do it will offset the people that have it forgiven". Wish it worked that way on my mortgage.

Democrat Bill Clinton was president the last time the federal budget was balanced, and Republicans controlled Congress.
To be fair to Bush, 9/11 killed any chance of him keeping the balance.
It's all monopoly money at this point gentlemen. Keep your shelves stocked and your tractor fuel topped off and hope for the best. Oh, and ammo, lots and lots of ammo.

I use marketplace (look at "stuff" way to much" also ......... and the rabbit holes I end up in are ............ uncountable !!!!

It wasn't really balanced even then. You have to look at the whole budget, not just the"discretionary" spending.
This is an important point. When evaluating a President's performance, no honest evaluation can be made without taking into account several things, one of which is extraordinary events (tech innovations, 9/11, COVID, etc.). It's always more complicated than who happened to be in the White House when X happened.
To be more Accurate…. the Bush RESPONSE to 911 killed any chance of balance ….. (attacking everyplace Halliburton/Kellog-Brown-Root could make money except the place Most Responsible for the 911 attack…Saudi Arabia. Instead the entire U.S. aviation community was grounded for ten days while he let all the rich Saudis living in Boston to fly home in their personal jets.)
All electrical transformers have mineral oil in them and tractors will run off of it. Diesel that is.
So all you need is some of that ammo and a bucket?
A side benefit would be starving those EVs that pay no taxes on their fuel.
