I have access to a l3301 The PTO is engaged all the time. When I looked at the PTO activation lever I found the cable was not moving. Does anyone know what the cable does ???

Transmits the motion from the hand lever down to the transmission to engage/disengage the PTO. Sounds like your cable is fubar'd.

Cable goes down to the side of the transmission case to spring loaded lever...

This is by the HST pedal - take the cover off under the seat area, I think you need to remove the 4x4 engagement knob.

Common problem with the L2501/3301/3901. Ive read of this issue with the PTO cable numerous times. Most instances of it are fixed by getting some lubrication on the cable. Its almost always a stuck cable. Its not a bad idea to occasionaly engage and disengage this cable just so it doesnt sit for months without moving. Inspect both ends, as shown in above pictures, and see if anything looks off. Lube it up.

It is rare to have a cable failure on the PTO control. The problem is almost always the PTO control shaft sticking where it enters the transmission case. There is a torsion spring around the shaft that holds dirt and moisture which sticks the shaft in the bore. No need to remove any covers, just spray a good penetrating oil (NOT WD-40!!!!) on the shaft at the case. You will need to be under the tractor to work the shaft back and forth anyway.
Usually, after working the shaft a few times, it is free enough to be returned to the OFF position by the spring pressure and you can work it several cycles using the lever. Keep the shaft lubed as part of your regular maintenance.
Out of probably, 50 PTO stuck on complaints, I have found one caused by the cable.

Well You were right. Thanks for the insight. Unfortunately, I read this after taking the covers off and disconnecting the cable on both ends. Learning experence. Durin reassemble, I lost both cotter pins. Acain learning more ever day. Thanks Again ed
