Kubota L3410 (D1703) Won't Rev high, white smoke

So here is a update.
I removed two out of three shims from the injection pump as I suspected I used the shims from the older motor. The engine now starts perfectly with little to no smoke, and runs great until 2400rpms. It does not make the 2600rpms needed for PTO.

I double checked valve lash, which is fine and ran a compression test (521, 522, 520psi) so that is great.

At this point there are only two options left, as its clearly a fuelling issue.

It is either governor injection pump max rpm stop (Kind of odd it produces white smoke)

Or the currently used fuel camshaft can not produce power past 2400rpm, and I will need to take the tractor apart again to replace the fuel camshaft with the original one from the original motor. (I doubt this is the case, but who knows what kind of black magic Kubota has to pull to meet emissions standards on Generators and air compressors.

Black smoke is over fueling.
Are you certain your timing is correct?
Black smoke is inefficient burn, overfuelling
White smoke is fuel is not igniting, overfuelling

Motor would not run at all rpms except max if timing was incorrect.

When replacing the governor did you line up all three timing marks together at the same time?

The Timing gear was never pulled out. you can replace the governor without pulling the gear.

Going back to post 19, have you checked/set/adjusted, did you get an increase if you did?

Read post #21. That is on my to do list next.
I was not going to worry or fiddle with max RPM until the rough starts were figured out first.

Pull the cover plate off and manually push the rack wide open and see what you get.
And BTW, without looking, I can't recall if the pic I linked is the idle set screw or max rpm set screw, have a look in your manual to check.

Problem solved. There were multiple issues. One, the Governor limit rod (on the gearcase housing) was bent, and replacing it with spare allowed me to get my RPM's to increase. The reason why it was smoking so badly at higher RPM's is because the injector return air bleed was damaged and stuck partly open. It felt completely tight by hand, but thats because there was a bend in it. I replaced it with the one off the old motor and off we go. Runs great.
