I tried the ATF-Acetone mix, and it wouldn't stay mixed. Stored it in a translucent plastic squeeze bottle labelled for Acetone use.
Mine separated too. It's in a sealed old-fashioned oil can (long skinny spout, squirt by pushing bottom) . When I used it a vigorous shake before applying worked. I used it successfully on the 4 bolts on the Ford 1210 muffler flange.

Had varying luck with a number of different penetrants. An odd one that has worked on some things was WARMING, not real hot, the piece and melting wax so it wicks into the corrosion.

That is EXACTLY the problem with the ATF/Acetone home brew!
Kroil does not separate!
It's not about separation, it's what it was stored in! Has to be in a glass container, sealed tight. I mix it and put it in a baby food jar and use a syringe to get it where I want it.

Kroil is very expensive!!

Does not need to be stored in a glass container.
Does not need to be sealed tight.
Comes in a very handy spray can,.... with nozzle.

I am well aware of Kroil and it's properties. I have a few ounces remaining in a gallon can I bought a while back. I bought a lot of it when separating final drives and clutches on a D2.

It is expensive and that is the benefit of the ATF/acetone mixture.

My one gallon of Kroil, bought years ago, is nearly empty also.
I use in in a rechargeable spray dispenser.
