Both the start spring, and the throttle spring, are stretched and sprung.

I would:
1: Pull the pump out and make sure the rack is moving freely
2: Replace both springs after you know the rack moves freely or you'll just stretch the new ones out.

I got the wiring completed and speed control springs replaced but it is still acting the same. I have not pulled the injection pump yet but that will be my next move i just wanted to see if the springs would make the difference. I noticed when reving some I could sometimes see a tiny bit of fuel running down the side of the pump from the fuel rack pin. I'd say my problem must be in the pump. I took a little video...

Yes you need the injection pump rebuilt!
You should pull the injectors and have them tested too.

Ok can most diesel shops rebuild pumps and test injectors?
50/50 shot on that, call around. ;)

If you can't find anyone local there are plenty down here Oregon fuel injection would be my Number 1 pick.

Thanks I found a shop close to me that works on bosch pumps and will test my injectors as well. I have never removed a diesel injector is there any tips or anything I should be aware of before i attempt it? I see some motors require a puller to remove,,,do I need a puller? And I assume the injectors are located where the end of the fuel lines are from the pump....

There are 4 screws on the corners of the pump..thats it..
Yes the injectors are in the head, at the end of the steel lines..
Just remove everything in your way.. don't be afraid.. its just nuts & bolts.

You will need to have the rack in the proper location in order to remove the injection pump, there is a notch in the block that the rack pin fits through.

Thanks I got it out. To re-install you must be able to push it down to compress the plungers to get the bolts started? The rack did move freely but will have it rebuilt this week. Is it nessecary to remove the valve cover to remove the injectors? The nipples would hit the cover as I tried to turn them out

No, u don't have to remove the v. cover..
U DO have to remove the return line that's connecting each of them together,
Unscrew the nuts holding the return line on & carefully lift it off..
THEN unscrew the injector from the engine..

U REALLY should get a book.. Not that we don't like helping.. its just these simple things that are kickin your butt..

I got my injection pump back from being rebuilt today and put it on. It seems better but the revs will still take off on it's own around idle. It seems fine at higher rpms. But then to bring it back down you have to bring the throttle back from idle position and almost shut it off. I noticed a tiny bit of bubbling around the base of the center injector. Could that be doing it?
