Zd28 not charging

2005 NEW BATTERY NEW GROUND,ALTERNATOR (DYNA) PUTTING OUT ABOUT 3V FUSES GOOD, ANY IDEAS OUT THERE? TROUBLESHOOTING

When engine is running the voltage across the battery terminals should be about 13.8-volts DC. If not close, then bad alternator / dynamo.

make sure it has 12v main and 12v exciter voltage to alt. then say
bad alt.
