Wow, where the heck do these b.b.s go?

Can anybody tell me the trick to getting the balls and tubes in the ball nut steering shaft? There are 54 balls and two tubes but I can't figure out how they go in the worm gear/ballnut assembly.

A trick is to "glue" BBs in with fresh grease to a race and then carefully set it into the other race. Not sure if that will help in this case...
