RV antifreeze. Don't need near as much and it's for potable water systems, so it's not toxic if it leaks out.
RV antifreeze is WAY more expensive per gallon than WW fluid.

Water weighs 8 pounds per gallon. I have serious doubts that the chemicals they add to the water to make it nontoxic and lower the freezing point will add much additional weight to the product that it would require less product to produce the same results. Beet juice tire ballast weighs 10.7 to 11.0 lbs. per gallon and that is why it is the "preferred product" by tractor dealers.

Water actually weighs 8.33 lbs. per gallon
A gallon of (methanol added) windshield washer fluid (-25F), weighs less, at 7.6 lbs. per gallon.
"beet juice" is obviously the way to go, if wanting max weight.
