it will depend on your provincial and municipal laws. For example where I live, I’m required to make sure my rural mailbox is accessible. I use my tractor or atv to clear the snow around the mailboxes.i also plow or snowblow 50’ ish down the road before my driveway so that the plow is dropping snow before he gets to my entrance. You are not allowed to plow across a road. However I can put as much snow as I need to into the ditches.
As it pertains to property access and keeping the post-master happy I think you're right.

We need to clear around mailboxes in our town and I always plow up and down the road by my drive to minimize windrows from the town plows. I also push across the road but I keep it smoothed out with no bumps.

I've got a question for my northern friends. Do private citizens help plow the roads? If so, are they reimbursed? I was in Cincinnati once during a snow event, and there seemed to be a lot of pickups plowing without any kind of government markings.
In my part of Minnesota most of those unmarked pickups with plows are cleaning out small business parking lots and a few private drives . Very few people plow public roads around here. As you get more rural some of the farmers plow county or township roads. I don't think that they're supposed to but no one's going to bother them.

It also depending on town state and emergency situations and states of emergency in spots it is legal. And depends if you are causing issues or if you are helping the situation. I've plowed several town roads before for emergency personnel to be able to get through. Common curtoucy and keeps you on laws good side when you give them clear sanded path.... done that too
