It doesn't do anything but release the seat tracks. The operator has to move the seat back or forward while the lever is raised.it is the lever to adjust the seat back and forth, but you mentioned it didn’t do anything.

And I'm a mechanical engineer.If you look closely at the video you will notice that he is tipping the handle to use for leverage to turn the rod that it is connected to - the 'lever' is just used as a device to turn the rod ccw or cw to either adjust the seat suspension for more or less resistance.
