What in the heck is this on my intake?

This starts fine anyways..... I could hook a wire to this if I wanted an easier start or not. Cool idea, looks like the wire and the spot to connect are gone. Smokey start sometimes..... I'm putting a turbo on it now though so that'll do something lol
Is that tube connected now? Is it before or after the turbo? If after the turbo, I read where SGOTI had an issue that the little valve leaked under boost, blowing air into the fuel system, and loss of power.

Tube is connected yes, I will probably delete it as that same issue could happen

I'm not sure how "cool" of an idea it really ever was (literally or figuratively). It was probably a afterthought fix for engines that should have been designed with glow plugs to start with. The 2600 6 cylinder with glow plugs in my M4500 is probably the best cold starting diesel (as in below 0) I've ever been around.

The 3930 doesn't have a preheat position, I assume it's powered in the start position. My BIL's Ford 1520 has a preheat position (and needs preheat to start), but I don't know if it has thermostart, glow plugs, or ?.

Edit: the 1520's Shibaura has glow plugs.
I have a Ford/Shibaura 1920.
I believe that ALL the little Ford/Shibauras have glow plugs.
