What implement is this?

I have no idea, one side has a gear cog, the other side doesn't. Sorry about the picture. This implement attaches to the PTO. I'll try and post a better picutre later, but this is all I got now.

I'll agree with the consensus, Mount and drive for a roto tiller or a flail mower.

So it's only part of an implement!

Maybe it has a spool on the one side for rolling fence wire.
