P.O. flipped them around to widen (or narrow) the stance.

Why are the valve stems on the inside on my rear wheels of my L3301?
As Bill mentioned - to increase width of tires.

Here is a drawing of old 8N tires and how the width could be chanced by move the rims on the hubs.

Notice the last couple of pictures HAVE the rims flipped.

Actually I saw them right away as I was standing at the back area looking it the PTO shaft and saw them at that time.

Helps protect them from damage to some degree.
Yes it does, I may have slid into some ice/snow while clearing my mother in laws driveway a few years ago, kind of looked like someone ordered a lime snow cone when the antifreeze in the tire spewed out everywhere. No good deed goes unpunished, Dang it!
