Valve stem location

I have seen tractors with the tires' valve stems positioned "inside" facing the opposing tire and rather hard to reach (under the tractor) and others with the valve stem positioned on the outside of the wheel, easier to reach and pressure check but possibly more exposed to damage from debris and such. Is there a particular reason or meaning to either position?

Some of the time it just has to do with the offset of the rim, and to make it wider the valve stems end up in the insides. ;)
