Turn key and doesn’t turn over but on/off a few times and then starts.

Sooner or later everyone has a similar problem. 50% of time the problem is with one of the safety switches. The options are.
(A) Have dealer come haul tractor to shop.
(B) Use a multimeter to systematically test to isolate problem.
(C) Ask folks on line to take guesses then follow up on each until problem is found or you become frustrated and revert to option (A)

I use option (B). If you have or obtain a wiring schematic it will make it much easier.
Alligator clips on meter leads or assistant to hold meter probs while you activate starter circuit really helps.

The starter solenoid could be hanging up.

On my L2500, when the solenoid is energized, there is a very audible clunk as it throws the pinion back to engage the flywheel. If you don't hear that clunk, solenoid might be sticking.

I use my tractor infrequently, and the old battery typically gets weak between uses.
If I twist the key and I get that clunk, but it doesn't crank, I know the battery needs to be charged.

If the solenoid is sticking, a firm tap on the starter mounting bosses with a hammer might free it up.
