There are systems that attach to the towed vehicle brake pedal. Either bolted to floorboard or use the seat as a brace.

I have done some if's thing back in the day but this old boy has got to have kahunas' made of solid brass !

hmm, how do they make vaccum ? cause a brake pedal without assist is a real PITA !!!

When I sent the boat picture to my sister she replied I got a great photo today too. I saw the car drive by me and go down a side street and I followed it to get a pic. It stop

ped a short ways away and she looped around and took this. A atv on the back of ?? A honda civic maybe. But my sister actually see it on the road driving....lol

My pappy has a class A behemoth and dinghy tows his F150.

The tow bar in the pic is arranged incorrectly. The attachment point of the receiver in "Y-axis" space needs to be above the towed vehicle attachment point. If the brake system in the towed vehicle fails it will jump up over the tow bar the way they have it set up.
