Check the voltage at the solenoid exciter wire with key in crank position. If it is less than about 9.5 volts, check the voltage at the battery with key in crank position. If battery voltage is below 10.5 volts, you have battery problem. If battery voltage is above 10.5 volts, you have a high resistance in a safety or key switch or a corroded wire in a connector.
The solenoid need more than 9.5 volts to engage.

clarification, "exiciter wire" you mean the post that the battery cable attaches to the solenoid. Or one of the other two. 1) small 18 gauge wire with spade terminal or 2) braided wire coming out of starter. Also "crank position" you mean applying power to the starter, by key or starter switch.

Also, tested starter on bench after installing new solenoid, seems as though the bendix wasn't extending all the way out. Power was applied with battery charger set on start 125 amps. It moved freely with hand but not by power. Thanks.

Yes you have a bad starter, repair or replacement is needed.

The exciter wire is the solenoid wire , so the 18 Gauge wire. ;)

If you replaced solenoid on starter, it should engage benix. Most battery chargers wont boost unless a battery is connected and there is a draw to kick in a booster.

A known good battery is the only proper way to test a starter. Electrical components need to be tested in a consistent manner, otherwise your results may be misleading.

For what it's worth, I had my starter rebuilt earlier this year for $125. My "problem" was worn bushings. Guy at the shop said a rebuilt Kubota starter is better than any new aftermarket starter. Of course, he is in the business of rebuilding starters!
