The starter will engage and disengage and will not start. I thought it was the starter but I put a brand new one and it does the same thing. It sounds like the teeth are grinding but inspected flywheel and starter and no teeth damage.

Doesn’t sound like the starter is actually engaging the flywheel teeth. How would two starters do the same thing? Puzzling.
Might be a long shot, but what then is common to two starters that do the same thing?
Perhaps the electrical circuit? I would wonder if the battery circuit is somehow just not good enough to fully push the starter armature into the flywheel, but still good enough to make the starter armature move enough to start it to turn.
Weak battery or poor connection somewhere?
Not an expert here. Just trying to think logically.

If your battery is ok, you may have a faulty starter relay or switch. Check the voltage at the starter and make sure it’s not dropping when you turn the switch and the starter starts to turn. If you see a significant voltage drop, you could have a bad ground or the battery is can’t provide enough current. A quick battery check is just put a volt meter on the battery and see if the voltage begins to drop. Or take the battery and have it load tested at a parts store.
Check to make sure your battery is good, and that both positive and negative cables of the battery are clean and tight.
True, but the OP states he replaced the starter (which contains the solenoid), so I would have to assume it's not the solenoid. But then again, in a post corona world, you have a 50/50 chance of receiving a quality working part.
Check your battery ground at the tractor frame. Make it clean and shiny. Next battery cables and end connections.
