We did a job a couple years ago for a customer that had allotted 40K for their site ground work .
$140K later and moving buildings and grade bunch of times they finally go foundations in.

There was a guy in town that bought a tree covered lot to build a house on (roughly 1/4 acre). Turned out to be on a knob of rock and he had to blast to put his foundation in.
When I drove past, it looked like a miniature rock quarry.
