What would cause this?

Rolling sideways down a hill would be my guess, but there must've been something solid on the way down (trees, rocks, etc) to damage the wheel like that.

Tornado?….

Tornado would shred it. We had a couple that got hit down the road from us when a Tornado went through.

They looked like someone took an industrial cheese grader to them.
