How tight shout the filter bowl be. I’ve replaced the filter and both ring and it still has a small leak.

If you have replaced the o-rings and it's still leaks chances are you will need to replace the plastic canister. Be careful these are extremely easy to cross thread. This is not one of kubota's better designs.
