A bad fuel cut off solenoid will cause the engine not to start or be hard to start. Before I had a complete failure of the solenoid when the engine would not shut down, I would have to throttle up to about half throttle before the solenoid would click and allow fuel to flow. Finally it failed and then I had to manually work the solenoid to kill the engine. Ohm out the glow plugs before you replace them. if they are ok, your problem is somewhere else. I believe that for Kubota, more than 1.5 ohms need to be replaced. You can test them without removing them.
