Zero ground speed can be accomplished with engine off, engine at idle, and engine at max rpm. Ground speed is completely independent of rpm.
But wait, at full forward HST pedal, you can adjust ground speed by increasing or decreasing rpms. Ground speed is directly a function of rpm.
Wow, you're both right, and none of this has anything to do with rated speed.
