It's a long story why I'm considering this, and I find this site's server makes me type really slowly.

So let's say I have 38" between tractor and implement, and I want 4 inches of play. I understand that the standard answer is to cut down a PTO shaft so that both sides are 34" long.

But would it be okay if one side was 34" and the other side only 24 inches?

as long as it meets the general rules as having enough overlap when extended and does not bottom out when the implement is lifted it is OK.
generally 6" min. of overlap for a tractor of your size should be ok.

Generally the middle 1/3rd is overlapped, when in the middle of its range ...

You need to confirm that you will have no interference along the full range of movement on the 3PH. Too long and you risk $$$ damage on the tractor side. Too short or not enough overlap the pto shaft may come apart in operation and you risk damaging something.
