l245dt serial#51481 pto will go up slowly but won't lift any weight took the cover off the cylinder liner seemed to be dry with some rust like it was stuck after cleaning the cylinder liner it seems slide smoothly so I put it back together now its stuck in the up position flow control knob open or closed does nothing only owned the tractor a few months dont know how long it was not used no power steering ,loader works fine plenty of down pressure have changed all fluids and filters when first bought it

That's not a PTO issue that's a three point issue.
The PTO is the splined shaft coming out the rear of the tractor that spins.
Do you have the WSM (aka service manual)?
It will give you info on how it works and how to trouble shoot it.

To help you get some tractor terms correct so advice can be provided.
The PTO which stands for power take off is the shaft protruding out the rear of the tractor unto which various implements needing rotation power are connected.
The lift arms are part of the 3 pt hitch assembly. The 3 comes from the fact that the tractor attaches to a rear implement in 3 places.
The 3 pt hitch is raised using hydraulic pressure but lowers by gravity.
On your machine there may be a selector which allows power to the loader or to the 3 pt hitch but not both.
