"lengthen the feedback rod to activate relief valve." Does that mean loosen the locknuts, or tighten them?

When it says "move the control lever all the way up, I assume it means "raise the 3 point"?

As I read it, the shims go inside the control valve assembly?

No. You don't have to remove it, just the relief valve plug. You can also test the the pressure by just uncoupling one of the lines on the loader (at least you should be...my BX23 was that way so I assume it should be the same for a BX2200).
