No reason it couldnt be used as a ground point, just make sure the contact areas are free of paint and rust. Also run a jumper from that point to engine ground. Most instrument panels are isolated on rubber for vibration.

is that a washer under the bolt? or is that something else? Like TJ said - could be a spot, simply take your v/o meter out, touch the inside of the thread of that hole and ground, see if you have continuity. If so - clean all the mating materials to use.
See, this is why that I should have takes pictures. I think it is a ground junction, if I remember right and of course it could be used as a ground. I didn't want to miss the fact that it could be used for something else, thank you for your answers, Bob.

It's not a ground point, they didn't weld tabs on for ground point as it fails too easily, It's probably a mount for a regulator, relay, horn or something like that.
Can it be used for none yes, but I wouldn't, your way better off either adding a ground lug or terminal eye and wire to a large bolt in the cast like the clutch housing.

Not sure what model you are working on.....
But on my L1500DT, that is the mounting tab for the flasher.
Yes, mine is also an l1500DT, and thank you, so now I know. I wondered why my flasher was dangling on the wires, so I will mount it there, thank you. Bob.
From the looks of my flasher there was a decrepit piece of rubber that should have been bolted to that position but with time and dryness it is practically disintegrated
