I’m serious. ATVs can indeed be used on open roads on National Forests (except where specifically prohibited) but not on National Parks Service roads.

At least in all the areas of Nevada/Utah/Arizona I've explored I could ride my Yamaha Kodiak (ATV) in any National Forest without restriction. As soon as the road came to a National Park boundary the rules changed:

People driving side by sides that were street legal (plated and insured) in their home states found out the hard way that meant nothing in a National Park. Me, I rode a street-legal (from the factory) motorcycle; those were allowed for some reason.

That’s the point I was making. But I should point out that even on National Forests, there are many locations where off road use of UTVs and ATVs is prohibited. But on National Forests they are allowed on roads that are open for other motorized uses.
