M9540 Hydraulic System

System problems and I can use some ideas of where to start looking. New quality oil with new filters and it is filled. No leaks and less than 1000 hours. If the 3 point is lifted to full height the FEL will not operate. Also when using a Vermeer hydraulic driven rake - it will not run at constant speed. You can feel the system lope a bit.
Any others with the same problem? Need any help please.

might have a bypass valve staying open and it cant the pressure it needs to work fel

Do the remote valve levers move freely and are they in the neutral position? I have seen where the cables lock up and the levers dont return completely causing issues for the hydraulic system.
