M7040 Tractor has about 1000 hrs on it. After a very cold night (12) it was not moving at speed in 7 and 8 gears and now we realize not also not in 3 and 4.
Was due for hydraulic oil & filter change so just did that.
didn’t seem to help. Cold night might have been coincidence? Major problem, or an adjustment needed??

Do you have the WSM ( aka service manual)?
It will have troubleshooting steps in it.
It sounds like the valve for the hydraulic clutch pack is not working properly.

Did you let the tractor warm up good before changing the oil? Possibly you have some condensation moisture in the oil and it froze somewhere when it got cold. It would take quite a while to thaw out because all that steel holds the cold for a long time.

If you are not following these instructions from the M7040 Operators manual, try doing so before staring to get into hydraulic valves etc.
My 2012 M7040 is erratic if I get impatient and try to get moving. I have a block heater which I can turn on from my home. The engine starts easily if you follow the procedures for glow plug control I will attach to this post. Regardless of how easy the engine starts, I leave mine idling at 1,500 rpm and go back to my home for up to 30 minutes.

brr, at 12F, the chart says warmup is 20 minutes. After that I'd slowly 'cycle' all the levers, several times to get the cold oil mixed in with the warmer oil.

Yes- it has the F -N -R stick coming out from left side of steering column
Both manual & hyd controlled shuttle(reverser) have control lever on LH side of steering wheel. If manual controlled shuttle does traction clutch foot pedal have free travel?

Is it possible its not actually in those specific gears you think its in?
I find the rubber boot that covers the shift lever/input shaft gets real stuff in the cold, and its easy to think youre in 7th, but could still be in 5th? (Assuming 7040 is similar to 7060)
