M6950, 3 point and PTO drive issues

So I can't say for sure what year this tractor is they made em from 83-93 I believe ours is a 90s, but on point, the 3 point sorta works after I bled the hydraulic lines but the PTO won't engage it's not the exterior linkage, I was able to test it it was engaging on the interior by spinning the shaft from the rear and when it was disengaged it spun fine and vice versa, now here's the twist occasionally the PTO will work but as soon as it will engage the 3 point quits working, I don't believe the hydraulic pump is falling because, the power steering works fine plus I was able to bleed the lines pointing to the fact that the pump is working but I guess theoretically it could just be weak, but that doesn't explain the whole PTO issue, but I know that the PTO drive works of the hydraulics, the rear end fluid was changed recently (rear end, trans and the hydraulics run off the fluid in the rear end) but this issue was there before hand, also there is a large amount of vibration from the hydraulic pressure line that runs from the pump to the rear end, Any help would be appreciated.

You need to be more specific on which model you have. There are several and they might have a separate pump for power steering from other hydraulic systems.

But the vibrations in the pump output lines seems like that could be a pump problem.

I know very little about this tractor however I do know it is a M6950 71HP 4.0 L, four-cylinder, liquid-cooled Kubota V4300-2A diesel. I'm unsure of the year but like I said I do believe it to be 1990s+ year model.

Going to the illustrated parts list at this site

and searching for M6950 you get these results so you may be able to eliminate some. The biggest differences may be in the synchro shift version versus the others so hopefully you know the differences in how it shifts OR there may be a label on the tractor that shows the model and serial number.

and searching for M6950 you get these results so you may be able to eliminate some. The biggest differences may be in the synchro shift version versus the others so hopefully you know the differences in how it shifts OR there may be a label on the tractor that shows the model and serial number.

It's a 2wd W/ rops only, it's a 16 speed (1,2,3,R-A,B,C,D range) its not a GST.

I'm having a hard time finding the serial number alone even harder time to figure out how to decode the non-17 digit number, I read that on the m5950 you can find the number stamped on the front end of the trans, I've found number stamped on the front of the trans and rear end, but nowhere can I seem to find a stamp or sticker on the frame. What's the difference between the M6950 and the M6950-S ?

The M6950-S is shuttle shift, parts will be different, and testing might be different.

Look at this dipstick detail to be able to tell which model you have.

I would start by checking the suction side of the hydraulic system.
Look for wet spots.
