I can lift them manually they will not stay up
The knob under the seat does slow down the rate a little

It should stop them from lowering altogether of it's closed (right turn fully).I can lift them manually they will not stay up

Not if he's manually lifting the three point arms, the only reason they are falling slowly is ????? maybe resistance of the seals on the rock shaft??? As the piston didn't move, so no fluid to stop the piston, that wasn't moved anyways. It should stop them from lowering altogether of it's closed (right turn fully).
Interesting stuff. I wasn't aware that the M5660 has both the position and draft control for the 3 PH. The specifications on Kubota's website shows position only.Had one somewhat recently same issue. Won't go up. Found draft control pivot link broken, caused position control valve to "think" that the draft control was all the way, forcing 3ph to bypass fluid so that it wouldn't build pressure. Replaced broken link, problem solved. That particular one happened due to a user backing a large (8') single spindle shredder into a ditch with a lot more force than it's designed for.
