I have had a L2900 and L4060 over the years and just purchased a new LX3520HST. Besides the overall quality trending downward over the years, I noticed that the low idle is currently ~1200 RPM. My L4060 is ~600 RPM (at operating temperature).

Is it possible to adjust the low idle to something less annoying? I primarily use it to move logs and don't see the need to turn it off each time I load the FEL.

No, it is not; it's a common fuel rail engine.

I am at a loss as to why the idle speed would warrant shutting the engine off to load the FEL!!!!!!!!!!!!!!!!!!!!!!!!!!

The LX3520HST is spec'd at 1,100 RPM at low idle so you're spot on.
For reference my BX1880 is spec'd at 1,350 to 1,550 at low idle.
Maybe my BX is a bit quieter but it's never bothered me any.
It's just how it is.
