I am having a hey of a time setting up my mo were so when I drop it it is level and when I pick it up it doesn't catch in the tires.

Looking at the picture - first thing would be to shorten the top link - by doing this, the geometry will cause the hog to be pushed back away from the tires.
Your black flat piece of metal needs to be loosened to do this however. The piece the runs from the top link to the back part of the cutter. The 3 point triangle should stand somewhat vertical when in a down position.
Also - I would get limit chains so when you drop the cutter - you can set the height at (front side) to a proper increment per chain notch.

I don't see any flexibility built into that hitch arrangement, either. I think a link is missing between the mower hitch top and the bar to the mower rear. That's why the hitch leans back.

I agree with what has been said, that front piece where the tractor hooks up should be vertical and not leaning so much. The rear tire is WAY to high, it needs to be lowered. I cant imagine that thing wouldnt be scalping the ground all the time set up like that.
The flat bar (running from the top of the 3 point hitch to the back of the mower will need to be longer to set that 3ph vertical, you could also use a piece of chain instead which will also let the back of that mower pivot up with the ground if needed, but still support the mower when raised.

I can't see the name of your mower, but the single flat bar is similar to a Marion. But their bar appears to have a chain at the bottom rear, for flexibility.

I have tried adjusting the top both all the way in and out. I will take the suggestion for dropping the back and adding chains!
It is a Tebban Mower model TC96-400 and I have not been able to find a manual on the net.

I sent them an email a couple days ago and they never got back to me?
I am going to play with it and try the suggestions above.
Then I have to get the blades off and sharpen them.

They are not open on weekends. Bought this whole package off a guy cheap because it came with a resort and he couldn't figure any of it out!

Corney, noticing the picture in post #12, when you had the top link shortened to bring the 3-pt arms closer to the tractor....
Can't you just raise your 3-pt a couple of inches with your hydraulics and then have a level deck? And go a mowing?

Then with the rear wheel on the ground changing the top link will raise and lower the front.
It looks like in your picture that you have an aftermarket top link?
Most aftermarket top links are too long for most older Kubota's and just run you into issues on adjustments.
So if in your setting things up it bottoms out the top link get a shorter one.

I suggest the following:
Raise the deck up and then set it down on wooden blocks so the deck is in approximately the correct height. Then adjust the rear wheel and the bottom 3PH arms to the deck. You can lift the deck slightly in the front with the 3PH and lock it in position (adjust the lower speed knob to lock). The attach the upper link to the mower - if you need it...
The upper link is there to allow you to pick up the whole mower deck (at an angle with the rear higher) but I don't think you have to have it on at all.
My mower has a flexible link with 3 holes in it to "lengthen" the upper link and let the mower follow the contour of the land. It is only tight if I lift the mower or if I crest a hill.
