L48-After replacing gearcase wont throttle up past 1400rpm?

Just replaced gearcase on my backhoe. Heres the short version... One of my employees put water in rad, hard freeze this winter cracked gear case thermostat housing as well as popped a couple of the freeze plugs. Got new parts fluids ect ect ...got er all installed up, now machine wont throttle past 1400 rpm. Bled fuel lines, seemed to be just fine, adjusted the throttle stop screw all the way out for W.O.T. what else should I be looking for? Govenor? It sounds good, starts fine, idles great, throttle linkage is as it should be. Just wont throttle up at full throttle.... any Idears?!

Just a suggestion........
Fire the employee!
He is too expensive to "maintain".

LoL he shows up on time every day, has a good attitude, works hard enough..... it was partially my own fault, I should of done a better Job at dictating exactly what servicing that machine entailed... shoulda got the fluids beforehand rather than sending him to the parts store to charge it to my acct. "Shoulda coulda woulda right" 😨

Those kinda folks are VERY hard to find these days!

When I read your post, I misinterpreted the freeze issue.
The only thing that cracked was the thermostat housing?
You were very lucky that it was not the engine block.

By "gear case" I assume that means timing gear case? If so, don't you think with that cover off, things being moved around, gaskets cleaned etc, that something related to the governor could have missed a connection? It seems to me that most all of the governor related parts and pieces are under that cover or connected to something that is. You're absolutely positive that nothing in there was disturbed, removed and put back, or otherwise affected by your removal of one cover and installation of another?

I'm not a Kubota engine man, not really a Kubota ANYTHING man, I just know that once a cover is off, and sensitive parts like that are exposed, for any length of time, lots of strange things can happen. If I had just done that project, the symptoms would certainly lead to me second guess just what the heck I had disturbed in there to cause this.

The governor linkage may have something disconnected - there should be two springs 7 and 8 in balance. I haven't worked on mine so maybe someone else will chime in. WSM pages 1-M1 and 1-M2 attached. Best luck, Dick B.
