L45 Park Brake Lock

On my new-to-me L45, there are two "parking brakes", one for the rear when using the backhoe and one that locks the brake pedal down under the steering wheel. The rear one works just fine, though I probably need to adjust it to a little tighter. The one up front under the steering wheel will *not* move. The pedal works fine and doesn't appear to need adjusting. What does it take to get the locking lever freed up and locking? Anybody actually use that one? The instructions in the owner's manual really only refer to the rear one -- is the front one not actually intended to be functional?

The front brake lock should function. Missing parts or spring? Messicks online parts diagrams might show the needed parts.
I use both brakes locks, not at the same time on my M59. The rear is in easy reach.

The spring is there, as is the lever and, it would appear, the locking bar that the lever drops into on the pedal. I just can't get the lever to move, though I also haven't tried real persuasive force in an effort to not break it. I'll post pictures under there this afternoon.
