If you can not find a used Head, you may be better off going to https://www.surpluscenter.com/Hydraulics/ and finding a new cyl that replaces the lengths you need and buy a pair.

I called the hyd shop I use. They work on all kind and all sizes of cylinders. They do all the repairs for places like World Of Fun. They have to do it right. It's almost impossible to get a guesstimante from them with out them seeing it. They did say they would not weld it, no way. The cost to replace is dependent on the threads, mostly. If they could order the part and redo some if it, less cost. Have to make on from scratch, greater cost! If they had to make one, I asked for a high ball park estimate. I guessed the barrel dia. 3", rod dia, 1 1/8, threads unknown. Answer was $550.

I'd be buying two new cylinders from a hyd. supplier.

Well I have exhausted all ways of fixing the old cylinder. The burned out tractor was from 2007 and is no longer available. I could not find a machine shop around here that I would trust. The only one had bad reviews for shoddy work and wouldn't make it right.
I looked at off the shelf cylinders at less than 1/4 the price for a comparable cylinder but of course there was always some little thing that would not fit. The part that I received has been returned. It will cost about $85 in shipping and return fees but its better than nothing. Of course i have not received anything yet.
So I just bit the bullet and ordered a new cylinder. Waiting for it to arrive.
Thanks again for all the suggestions and help. It is appreciated.

Thanks for posting your course of action.

Do you have a picture of the failed part you could post?
