Look for a manual for either an L3400 or L3800; your model was created when they changed from the L3400 model to the L3800.

I always assume it was to use up extra parts that were left over from the L3400 model; since new production was geared to only making L3800 parts. No facts, just a guess.

I've confirmed with one guy that had an L3700, that he did not have a suspension (springs) seat base. Just a hard frame. Does yours have a suspension seat?
Okay so I think we've found the problem. We found that under the PTO lever there are two "switch levers" part number T1060-43900 and they are black mechanisms with blue wires with red dashes on them with white connectors. They depress a small button on each of them with a little metal flat s curved plate. And when looking at them there was mud dobber debris in them and they couldn't work proper like. If cleaning them doesn't do the trick I will order them for $30.54.

So we found out it was not the PTO switch levers that have harnesses that plug in just under the lever of the PTO. We are now thinking it's the OPC timer relay up under the bonnet on the L bracket.
We've been thinking it's partially grounded because it would show lots of resistance and then would show it was grounded because the reading kept changing.

It's like there is a partial ground up to the front heading towards the kill stop solenoid from the opc or the opc is what is killing the engine.

Update:
Ordered an OPC timer another espen$ive electronic part that goes up under bonnet.
We haven't received it yet but when testing the wire harness to the opc timer one side is 12 volts with key or off and the other is not energized at all. So the opc timer must be broken. So that's why I ordered one. If anyone knows about these delicate parts please let me know.
I might be tracing all the wires on this because when the wires go up to the glow plug relay, the harness almost seems wired backwards.

Does anyone know what trouble shooting symptoms occur with a bad glow plug or the fuel shut off solenoid? Something is pulling when we hit the key and is draining battery. But we can't put our finger on it just yet.

We know at least that the seat kill switch and the opc timer along with the key ignition and a 5 amp fuse and glow plug relay are all on this same loop. We've checked the PTO wiring, the clutch wiring, the Hydrostatic pedal wiring.

We know it's not:
-Battery
-Big Amp fuses by battery
-Starter solenoid
-Or starter motor
-key switch assembly (where the key plugs in)
-glow plug
-seat switch ( wired with wire nut)-----PTO
-clutch
-hydrostatic speed control
