Update on this. I hadnt needed to use my PTO for awhile so I hadnt attempted this. I got around to it yesterday. It was doable, but exceedingly tedious. There isnt a lot of vertical clearance when reaching into that area, so you can only move the bolts a small amount at a time. On top of that, the adjustment bolts are square headed, not hex, so it takes quite a bit of back and forth, barring the motor over to get the bolts in postion to even be able to get a wrench on them. (the lock nut is a hex, but the adjustment bolt is square headed). The manual says it the adjustment bolt is a 6mm, but it was a 7mm on mine for some reason.
Nevertheless, I was able to make the adjustment and get it to work. I got done and wasnt confident i had fixed it, but I was pleased to see that I had.
