Are you twisting it in the correct direction? look at the arrow...

Edit: Now I remember... the upgrade from the L2800 going to the L3200 was the hood latch to the side and a radiator screen that also sides out the side... instead of having to remove my air filter everytime I wanted to clean it (...I could really use that one!!!)

Should be a straight pull. No twisting. Might try pushing the hood back down and trying again, something might be stuck/rusted in the mechanism

My L3200 went away a few years ago, but I think that there was a hood ornament that had to be twisted. Also think it had an arrow (diamond?) showing the direction. Try pushing down on the hood while twisting the chrome thing.

L3200 hood latch has a pull to the outside located on the left side of the tractor, under the front of the hood. Basically a wire with a loop for a finger to pull, and an L at the other end to shift the latch off of a pin. If you can't look at the parts diagram, I may be able to post a picture.

If the pull is broken, then a length of wire with an L at the latch end, and catch the hole in the latch mechanism with the L. Latch must move to the outside direction to disengage from pin on hood.
