I have an L2850 (Early 90s) and have not used the PTO for a couple of years. I have sickle mower currently attached. The lever for the PTO will not move up or down. Any ideas?

With your foot on the clutch, ease out the clutch as you try to engage the pto, there is a magic spot were it will spin and catch, it might grind a bit but should move. On my old tractor I had to grab the bull by the horns and pull hard to make it engage.

slip the clutch a bit and see if that helps

I'd also clean all the joints, cables and connectors to the control levers. It might even be sticky inside the case. Wouldn't be the first time oil and dirt formed a nasty glue...
