Could be some worn gears or missing teeth in the unit where it bolts to the motor. Easy way to tell is disconnect the cable at the motor side and gently hook a screw gun to the end of the cable and see if the tach works. It pegged mine when I checked it last week
Where does the needle rest when it is shut off? My 2850 was pointed straight down. I took the tach apart and adjusted the needle to point to zero when the metal piece behind the face hit it's internal stop. When I put it together it indicated max rated rpm at full throttle.
The tack drives off the front of the gear case with a 90* angle drive which likely increases the speed by twice. I'll bet it has been changed. Or, your tach needs lubrication!
