On the opposite side of the tank from the fuel line, there is a little nipple that's dripping fuel. It's steel and is part of the tank, and it appears to have been filled with some kind of plastic? What is it, and how should it be correctly repaired?

Ok... it is the port for the fuel gauge, which this tractor doesn't have. Now to find something to plug it with...

The fuel gauge is $5.30, so it would be less expensive to get the gauge than it will be timewise to find something to plug it. Part # 07935-05751

On older models (like L345) Kubota used a port like this for a see-thru fuel tube sticking up , acting as a level indicator - you could maybe put a new one on and run it to a visible location? It could be teed into the overflow hose so it isn't left open.
