Tab is on the proper side as the one you highlighted is on the front part of the shaft that is still in place and the tube I have pulled is 040 in the diagram. I snapped a few other pics

Put all the parts back in except the last cover shield and see if the shaft is sitting in the middle of the shield (where it was rubbing before disassembly).
If it's then i would suspect that something is bent or attached wrong.

Well I reassembled everything and made sure it was all aligned. The mounting tab on the propeller tube was bent by about a 1/8 of an inch. I straightened it out in a vice and re installed. Ran it the whole weekend it runs just fine now
