When you turn the key to start, is power applied to the small wire on the solenoid? Sounds like you may have a saftey switch out of adjustment or failed. There will be switches on the pto, steering arms, seat and brake pedal. You can check them with a multi meter or jump them with a wire individually.

This system works weird. There are TWO small wires. One gets +12v from the key switch, then through the neutral switches and PTO switch when its turned to "start". The other wire gets it's ground from the brake switch. It has to be grounded.

Easy way to diagnose. Sit in the seat. Turn key to start and hold it. Then start moving the brake switch back and forth numerous times while holding the key switch to start. If it will try to crank over while you're moving the brake lever from off to on, then the brake switch is shot-and there is a service information bulletin referencing this. If you have any warranty on it, it would be wise to ask the dealer about it.
