I am also having tachometer problems. I'm almost a veteran on this subject after having bought the cable and the elbow that attaches to the instrument panel only to discover that it's the tachometer itself. To answer your question on which end goes where, the slotted end of the cable goes on the motor end.

Does anyone have any advice on bad tachometers? The tach is molded into the instrument panel and they run over 1100 dollars new. Sure could use some advice on repairing the old one.

Dennis Goodroads in Minnesota repaired the instrument panel in my truck. It was basically an electronic panel. There are many internet hits for instrument cluster repair.
