fuel is getting to the supply pump but little to none going to rail it all seems to keep going back threw the return line. also you can keep the key on for 20 min or more and the pump never stops the pressure is never building up in the rail.

rail pressure sensor bad? Maybe fuel injector(s) leaking internally?

Really need diagmaster to diagnose these, not really any other good way to do it other than start replacing part$$.

When the key is in the ON position your electric fuel pump also known as (Supply Pump - Low Pressure Pump) will not turn off and is normal operation.

Because its a low pressure that feeds your high pressure (Injection Pump) .......... There will never be any high pressure at the rail

Your high pressure pump (Injection pump) is mechanical - meaning if the engine is not cranking no high pressure can be produced

Give me your story
when was it running last - when did the problem occur ?

Got a m7040 governor spring was knock off while mowing. Had a runaway brewing so bogged her down in heavy heavy grass. Now it will not start. It acts like it trying to start but never does. Put a electric pump around the mechanical lo pressure pump. No difference. Took tube off #1 cylinder not much if any fuel flowing. Getting good flow to the injection pump. But not much if any out. Is there solenoid valve on injection pump that can be stuck closed?
