Ok to start off with how can I figure out the year model of our tractor it has front end loader and I need to replace all the hydraulic lines

You won't need that information to replace the hydraulic lines.just take each line to a local parts store like Napa that will make new line to match. Most kubotas have a tag or serial number stamped in the frame . do you know the model number?

A picture would help ID the model, then someone could likely tell you where to look for the serial number which would help with the year.
Steel lines or rubber lines? The rubber hoses can be fabricated by local farm equipment dealers or like mentioned above some auto parts.
Steel lines can be fabricated by some speciality shops. The Kubota dealer would be your best bet.

For future reference, the tractor is an L2850, with 34 horsepower and was manufactured sometime between 1985 and 1990 (tractors don't go by "model year" as in the auto industry).

My brother is doing some repair work on a L2850D the loader works but the 3pt hitch operates slowly and only if there is no attachment connected to it. all seals and o rings have been replaced we have also cleaned the hydraulic block replaced the filter and changed the fluid. does anyone have any ideas to check for next?

Most tractors have a "drop rate" valve to adjust the 3 point hydraulics. Usually under the seat somewhere. Check to make sure it isn't closed. Probably easiest to run it all the way closed, then open it all the way counting the turns, then put it mid-point to see if that helps.
